We all have our preconceived notions as to what these groups are and do. The FIRST STEP is to verify whether or not you are interacting with an officially recognized "instrumentality of government" or "political subdivision" that holds the IRS-issued "Government Information Letter" and a tax-exempt, government TIN/ EIN instead of a private, for-profit, tax-liable corporation and/or a mere "governmental unit" (GU - which is not a government office either.) 

Here is some information about the aforementioned groups that has been hidden from public knowledge and intentionally NOT taught in the public school programs, including colleges and graduate schools. The top file is literally the IRS Form 4506-A that one fills-in, then faxes to the number in the name of the document. PAY CLOSE ATTENTION TO THE STYLING/FORMATTING OF THE TYPING AND INSERT YOUR OWN DATA ALONG WITH THE "AGENCY" YOU ARE INQUIRING. The IRS has 60 days from receipt of the fax to respond. 

There is NO PENALTY for them taking longer, however, it is detrimental to YOUR processes to have the IRS response BEFORE they arrest, detain, tow, or steal your private property (offspring, pets, cars, homes, and etc.) so you CAN PROVE they literally lack jurisdiction over your body on behalf of your Birth Certificate (printed on bond paper and traded on the NYSE for the profits of strangers at the detriment and suffering of you and your loved ones).

This section is going to be updated as needed, because the "riddle" seems to always change once too many have solved it.

MAXIMS OF LAW:

1. Consensus facit legem. Consent makes the law. A contract is a law between the parties, which can acquire force only by consent. 
2. Qui tacet consentire videtur. A party who is silent appears to consent. 
3. Non videntur qui errant consentire. He who errs is not considered as consenting. 
4. Disparata non debent jungi. Unequal things ought not to be joined.
5. Ei incumbit probatio qui dicit, non qui negat. The burden of the proof lies upon him who affirms, not he who denies. 
6. Incerta pro nullis habentur. Things uncertain are considered as nothing. 
7. Falsus in uno, falsus in omnibus. False in one thing, false in everything. 
8. Quaelibet jurisdictio cancellos suos habet. Every jurisdiction has its boundaries. 
9.  Actus me invito factus, non est meus actus. An act done by me against my will is not my act.

Second is the RESPONSE from the IRS Form 4506-A that was faxed to them (take special notice of the first "reply" as it is from the CA A.G. confirming that I am a "private individual" - that is important because it proves I was never within their jurisdiction in the first place, and the second page is the initial reply from the IRS addressing me as "Dear Taxpayer" AND they provided the TIN of two of the offices in question)'
