fill & mail IRS forms 3949-A, 13909, 8300, and 211 with a copy of that response. 

Then use the "Administrative Process" to file a claim in the U.S. Federal Court of Claims in Washington, D.C.. 

NOTE: Government offices are tax-exempt. 

Therefore, NOT tax-exempt as govt = NOT govt office / officer 

= NO jurisdiction to do any thing to any one in any matter.

The SEDM website contains VERY detailed research, but their "forms" are overkill and somewhat obsolete. You want to keep your documents as clear and concise as possible, otherwise you are probably creating from your ego and that tends to be un-effective. I recommend one to use them for research to know some historical facts; then include what IS applicable within the text of your OWN  documents/instruments in the form of a Jurat Affidavit (Public Notaries  are available at most UPS Stores).
